Title:

Senior Program Analyst

KBR is seeking a Senior Program Analyst to join our Team ! This position is in support of PMA-265 F/A-18 and EA-18G Program Office at the Naval Air Systems Command (NAVAIR) in Patuxent River, Maryland.

Role and Responsibilities:

• Applies analytic techniques in the evaluation of program/project objectives.

• Analyzes requirements, status, budget and schedules.

• Assists acquisition team in the preparation of acquisition strategy and procurement documentation to include: Justification and Approval (J&A) for sole source procurement; Individual Streamlined Acquisition Plan (ISTRAP); Statements of Work (SOW); Contract Data Requirements List (CDRL) DD Form 1423-1; and Procurement Initiation Documents (PID).

• Performs management, technical, or business case analyses to support market research and Independent Government Cost Estimates (IGCE).

• Collect, complete, organize and interprets data relating to aircraft/weapon/project acquisition and product programs.

• Tracks program/project status and schedules.

• Assists in the management of team level Risk, Issue, Opportunity (RIO) Review Boards and document preparation.

• Applies government-instituted processes for documentation, change control management and data management.

​Basic Qualifications:

• Master’s Degree

  OR

• Bachelor’s degree plus two (2) years additional work experience may be substituted for a Master’s degree.

  OR

• Associate’s degree plus four (4) years additional work experience may be substituted for a Master’s degree.

  OR

• Six (6) years additional work experience may be substituted for a Master’s degree.

• Ten (10) years of experience performing duties as described above.

• Must be able to demonstrate familiarity with advanced functions in MS Office Word, Excel, PowerPoint and Project.

• Must be able to demonstrate comprehension of logistics pillars and concepts and comprehension of systems engineering.

• An active secret level security clearance is required.

Preferred Skills:

• Familiarity with SECNAV, OPNAV, and Operational Services Division (OSD) forms related to the Planning Programming Budgeting System (PPBS), Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is preferred.

• Ability to structure and monitor a program schedule using MS Project is highly preferred.

• Five (5) years of experience supporting NAVAIR. Prior military aviation background (USN/USMC/USAF) with aircraft displays (including Heads-Up Display) experience on F/A-18 and/or EA-18G aircraft; or Civilian exposure to the NAVAIR command structure in lieu of military experience is preferred.

• Prior understanding of principals and levels of military aviation maintenance is preferred.
